Binary package hint: mousetweaks
Expectation:

An option in Ubuntu's mouse accessibility panel for locked dragging. Ie, if on, a click and drag gesture is active until you tap a second time.
Current reality:

There is no such option in 10.04 or 10.10 in the mouse accessibility panel.

I miss this too, it should be part of the general mouse settings
