When using update-maintainer on gnome-screensaver (for example, the one in Lucid):

$ update-maintainer
The Maintainer email is set to an ubuntu.com address. Doing nothing.

The package has both debian/control and debian/control.in

This seems to be related to the fact that gnome-screensaver has a control.in file, and it is what is updated:
$ diff ./old/gnome-screensaver-2.30.0/debian/control gnome-screensaver-2.30.0/debian/control
$ diff ./old/gnome-screensaver-2.30.0/debian/control.in gnome-screensaver-2.30.0/debian/control.in

No, it's unrelated to the fact that gnome-screensaver contains a control.in. First control.in is successfully updated, second control fails.
