Admins need a page to manage Owners

Admins need a special dashboard page from which to manage, monitor, reset and even delete Owners.

This can go on the Settings page for now.

Adding a Users list to the Settings page which admins can use to reset or delete Owners and other Admins.

Still need to connect up the Delete function and add a modal dialog to confirm reset or delete.

Could also add an option that owners cannot delete themselves!

It also might be a good idea to have extra security checks; e.g., users are never completely deleted, but only have username removed and userid reassigned (so that their data is never actually removed from the db).

Newly created/owners admins get a sign-up email but no password or verification process like invited People.

Easiest now to include the password in new Admin/Owner email, like other services.

You need to test systematically every clickable element on the dashboard and see if we get the expected behavior.
