The stories of public people should each have a permalink

All stories are available at the URL [root]/story/STORY_ID, but are only viewable by the Owner.

Stories of people with public profiles are viewable on the public profile page for that person.

In addition, visitors might want to access to a permalink where the story exists on its own page.

This is essentially a copy of the [root]/story/STORY_ID page but without the edit functionality.

The permalink could take a number of forms:
  * [root]/story/STORY_ID (if the story is public and the viewer is not the owner, don't display the edit buttons)
  * [root]/people/USERNAME/story/STORY_ID
  * [root]/people/USERNAME/story/this-is-the-title-of-the-story.html

The last of these options would be the best.
