This is a bug to track a documentation task related to the QT bindings for dconf.

The steps are:
- create a dconf-qt package
- add a -doc subpackage and run doxygen on the raw cpp code
- obtain an upload authorization for universe at least
- add documentation strings in the code to improve the documentation
