Bug Description
Given a well-formed btree file that contains no data rows, "bzr dump-btree --raw" produces a traceback.
(Without --raw, it correctly prints nothing.)
The attached file demonstrates the problem. To use it: "bzr dump-btree --raw empty-btree.six"
