Once I manually removed the existing OpenOffice URE package (OpenOffice.org UNO Runtime Environment) the installation was able to run properly. Might the Libreoffice package be amended so as to automate this process and thus solve the bug I have reported?

Even though I removed the existing OpenOffice URE package, I am still not able to install Libreoffice.
It seems to requre URE version 1.7 ... I only have version 1.6 available.

Is it a matter of simply adding URE version 1.7 to the ppa?

Does anyone know where I can get version 1.7 of the UNO Runtime Environment?
Maybe it's available in another ppa.
