Tooltips for Clippy's popup list incorrectly show escaped XML entities

Bug Description
If you bring up Clippy's list of items, and then bring up the tooltip for an item containing characters that are meaningful to XML (such as < and >), these characters are incorrectly shown as XML entities. See the attached screenshot for an example.
Perhaps, instead of escaping the entities in whatever XML structure is being used to store the entries, they should simply be added as CDATA sections? (I'm just guessing here -- I'm not sure if XML is actually used for anything other than display.)
