Bug Description
After the Recife rollout in translations, it seems that we've lost the ability to export only the translations changed in Ubuntu, as explained here:

To reproduce this, just go to the download page of an Ubuntu source package translation and see how the "Translations changed in Ubuntu" (can't remember the exact wording) option has disappeared from the drop-down menu:
After chatting with Danilo, I understand that removing this feature was not intended and it's a regression.

This is not a bug in itself. That feature is still there but, in the recife spirit, will compare Ubuntu translations against the upstream translations. Without any upstream translations, the option is not available.
