All sign-up links should be removed

All sign-up links should be removed.

Admins create Owners. Owners add People.

Visitors should not be able to sign up from the public website.

To fix this:

(1) remove the sign-up link from the header

(2) remove the sign-up link from users/sign_in

(3) change the sign-up button on the main static page to a sign-in button. Be sure to remove it as well from the no-results field of the people index.

(4) make the users/sign_up widget inactive

When the site is new, the Owner will be able to sign in from the main page. After the Owner publishes some People, that main static text is automatically be replaced by the index.

I completed steps 2-4, but couldn't find a sign-up link in the header (step 1). I'll mark this as fixed for now, and if anyone finds that link, you can reopen & I'll remove.
