This is a problem with Firefox 4.0 Beta 11 in 11.04. Both apt.ubuntu.com and apt.marcoceppi.com experience it.
apt.marcoceppi.com has a workaround but with this being the default browser for Ubuntu's next release this seems less than ideal.
The use agent is "Mozilla/5.0 (X11; Linux x86_64; rv:2.0b11) Gecko/20100101 Firefox/4.0b11"
