active reviews page should reflect prerequisites

Bug Description
If there are multiple merge active proposals with dependencies, I almost certainly want to review them from the bottom of the stack upwards. The +activereviews page doesn't show them at all so I need to work this out myself.
I'm not sure how it should show them - perhaps nested if they're in the same section, or perhaps just in a second line
