Changing language does not redraw tab bar

If the default language is one there long names are used - Russian for example - and you go in and select a language that has shorter labels - English for example - you can see artifacts of the old tab sizes in the tab bar. Two things to note:
- if you start with English, got to Russian, then back to English, this does not happen
- anything that causes a repaint cleans it up. So for example, if you click off of the config dialog, it get redrawn with the non-forground effect, and the 'junk' disappears.
