Bug Description
Twiter sync should follow the model of Flickr sync, by breaking the syncing down into two distinct tasks.
By default the user will be assigned a task to authenticate on Twitter.
After successful authentication, the user will be assigned a new task to import Twitter friends. That task can be run repeatedly as an update task.
