Better headers for staging/qastaging account management related emails

Bug Description

The outgoing emails for both qastaging and staging use the same mail server, which makes it difficult to distinguish sometimes which environment the emails came from. This is problematic when trying to tag the subjects with either [STAGING] or [QASTAGING] (which Rob Collins has requested to happen) to show which environment the email came from.

Specifically, any activity related to user management (new user accounts, joining groups etc) appears to have no indication if it has come from qastaging or staging. Would it be possible to have a header of some form which indicated which environment the emails were originating from? Please let me know what more information you need to progress this.

Note that most of our mail already have a header, its just a subset
that are adding it.

I think this may be a duplicate of bug 508897. We now that team emails are missing the launchpad headers that state who, what, where and why. Launchpad does not send account emails anymore. Registration and password emails are sent by canonical-identity-provider.
