connection refused on port 22 after upgrade

Bug Description

i have a vps, i installed ubuntu-lucid server i386
after i did the upgrade to this day and rebooted i wasn't able to connect with ssh on 22 port
i selected yes when i was asked about the maintainers version ( i hope you know what i'm trying to say )

please help

Hi there!

Thank you for reporting bugs and trying to make Ubuntu better!

Are you, by any chance, running this in a Virtuozzo VM?

Additionally, could you please provide the following information:

 * Version of the package installed before and after the upgrade
 * Provide a diff between newer upstart job and older one (/etc/init/ssh.conf)
 * Provide a syslog, filtering for ssh.

all i can say is that i was using openVZ and if you could find out what updates where released in that time frame ..
