Bug Description
As a mailman administrator, I would like to have a new policy.
When bounces threshold is reach, don't automatically unsubscribed a member, but just keep the member in the list with Nomail tag set to B(blocked) "Delivery was disabled by the system due to excessive bouncing from the member's address"

This capability already exists. Just set bounce_ you_are_ disabled_ warnings and/or bounce_ you_are_ disabled_ warnings_ interval to large numbers.
For example, if you want Mailman to send weekly notices to the bounce-disabled member, leave bounce_ you_are_ disabled_ warnings_ interval at its default of 7 and set bounce_ you_are_ disabled_ warnings to 1,000,000 and the member will remain on the list with delivery disabled for 7,000,000 days or over 19,000 years assuming nothing else changes in the mean time.
Or, if you don't want periodic notices, set bounce_ you_are_ disabled_ warnings_ interval to10,000,000 and bounce_ you_are_ disabled_ warnings to anything > 0 and the member's delivery will be disabled and a warning sent when the score reaches the threshold, and no further action will be taken for over 27,000 years.
