When you change icon set, then you must reload Unity to apply this change to the Launcher.

Actually, the user-defined icon set shouldn't be used, since the rest of unity doesn't take theme elements into account. For the moment, the Unity theme is fixed, and so should the iconset as well, defaulting to ambiance, the canonical Unity theme.
