List of available application is out of date...

Bug Description

There are times when after I go to Add/Remove it reports that the list of available applications is out of date, even after I reload it, and opening it again...
This is not usually happening..

Using Ubuntu 6.10 (edgy)

This can happen if the modification time of the sources.list is more recent than any file in /var/lib/apt/lists/. A apt-get update (or synatic relaod) does unfortunately not fix it as it uses the If-Modified-Since header and if the files did not change, then they will not the updated and the timestamp is the same.

A fix would be to make apt write a stamp file when it did its last update.

Is this bug still happening in Ubuntu 8.04, 8.10 or 9.04?
9.10 doesn't use gnome-app-install so it's probably not affected.
