window decorations are not redrawn when changing focus

Window decorations are not redrawn when a window loses focus until the mouse cursor moves above the background window's buttons.

Steps to reproduce:

1. launch two terminals with 'Ctrl+Alt+t'. Notice both have the same window decoration, even though only one has the focus
2. click in one of the terminals and type something to make sure it has focus
3. hover over the other window's buttons in the upper left of the window-- the window decoration will be redrawn to show the window does not have focus

This happens with all windows afaics.
