Binary package hint: grub2
It appears that grub-reboot only works with default=saved, and therefore using it should warn the user if default is not set to "saved".

This is indeed very unobvious.
How about:
a) setting GRUB_DEFAULT to 'saved' by default (current natty installer doesn't)
b) documenting this in grub-reboot(8)
