Binary package hint: debian-installer
I've just tried the alternate installer (as of 2010/01/18) and selected a dvorak keymap at the keyboard setup phase. The installer respected this keymap, with the exception of partman. During the partitioning phase (and, as far as I can tell, *only* the partitioning phase) my keyboard had a standard qwerty keymap.
This made entering the encryption passphrase an interesting exercise in qwerty→
