"bzr rebase" leaves a stale lock lying around after a DNS error. Example:
$ bzr rebase
lp:~zookeepr-contributors/zookeepr/contributors
bzr: ERROR: Connection error: Couldn't resolve host
'xmlrpc.
$ bzr rebase
lp:~zookeepr-contributors/zookeepr/contributors
