I cannot reproduce this.

I translated the error message to this:

"The package is in poor condition - it should be reinstalled before removal"

How I knew the original was in Polish is beyond me.

Your translation is correct.

All started when tftpd-hpa update stoped during installation. Since that every time update manager has tried to continue interrupted update and has stopped in this installation phase
(the same as after "sudo aptitude install tftpd-hpa=5.0-11ubuntu2"):
...
Preconfiguring packages ...
/etc/default/tftpd-hpa: line 3: -s: command not found
(Reading database ... 177105 files and directories currently installed.)
Preparing to replace tftpd-hpa 5.0-11ubuntu2 (using .../tftpd-hpa_5.0-11ubuntu2_i386.deb) ...

and it stops at this.

My /etc/default/tftpd-hpa:
# /etc/default/tftpd-hpa

The following things appears in system as well (some I've got in Polish and its only my translation):

1) "no entrance sign" icon on system panel is displayed, its tip is that an error occured, run package manager or apt-get in terminal. Error message: "Error: BrokenCount > 0" usually meaning that installed packages has unsatisfied dependencies

2) on startup package manager shows error with message telling dpkg activity was interrupted and I have to manually perform "sudo dpkg --configure -a" to solve the problem. E: _cache->open() failed, please report.

3) "sudo dpkg --configure -a" informs that error of processing tftpd-hpa occured and package is in poor condition - it should be reinstalled before removal

4) "dpkg -l tftpd-hpa" gives:

Hi Lepus,

please try doing an

   apt-get purge tftpd-hpa

to remove the bad configuration, and let us know whether that allows you to proceed.

unfortunately the command does not work (it's just my translation - original message was in Polish):
$ sudo apt-get purge tftpd-hpa
E: dpkg operation was interrupted, you have to execute 'sudo dpkg --configure -a' manually to solve the problem.

Suggested command gives:
$ sudo dpkg --configure -a
dpkg: error processing tftpd-hpa (--configure):
 The package is in poor condition - it should be reinstalled before trying to configure it
Errors during processing occurred:
 tftpd-hpa
