JS required breaks new themes with IE7 & IE8

Bug Description

Forms like https://forms.canonical.com/assessment/ that require JS and use the new theme do not display in IE7 or IE8.

Both the Aubergine and Ubuntu Lite themes are affected. The form diplays fine if the JS requirement is turned off, the old theme is used or both.

We're struggling getting it QA'd because apparently deploying this is a lost art. Working on it now, following some steps suggested by Danny who was the last person to deploy (back in June or July). Hopefully will have something for you soon, sorry but this part is goign slow.

If you want to help with the QA process, I'd love for assistance. :-)

This is working in IE8 on win7 starter.
