Update label for lifecycle option in subscription notification levels

Bug Description
In the subscriptions work ongoing, the notification level label that reads "A bug in Launchpad itself is fixed or re-opened" doesn't make clear that this is for the lifecycle of the bug, i.e. notified when bugs are opened or closed. Some people just want notices on new bugs and this would likely work for that, assuming they don't mind closed notices, too. The label should be updated to make this clear.

Deryck this description is only used for direct subscriptions to an existing bug not for a structural subscription on a project. So the bug already exists. Getting notified for new bugs is done on the project/distro page via a structural subscription and the wording in those contexts is clear.
I think the wording here should be changed to "this bug is fixed or re-opened."
