Add article "Packaging from Scratch". Mention dh7 and a basic package. Refer to docs about "getting it into Ubuntu".

Hello Daniel,
I'm interest to helping this project. and i have questions, as in "Packaging from scratch" in copyright section i got old copyright format. can i reformatting with dep5 format?

Mahyuddin: you might want to have a look at http://bazaar.launchpad.net/~ubuntu-packaging-guide-team/ubuntu-packaging-guide/trunk/view/head:/debian-dir-overview.rst which was merged today. I think it would make sense to clarify what should be in the article "Overview of the debian/ directory" and what should go into "Packaging from scratch" instead.
