Bug Description

An anchor link such as:

  https://wiki.ubuntu.com/PaperCut#How%20can%20I%20tell%20if%20a%20bug%20is%20easy%20to%20fix?

is not properly escaped. Where the question mark forms part of the Anchor link text, it needs to be encoded as "%3f" in order for the link to work:

  https://wiki.ubuntu.com/PaperCut#How%20can%20I%20tell%20if%20a%20bug%20is%20easy%20to%20fix%3f

Chris: Right, so it's either:

  a. Confirmed: Valid and not done (yet)
  b. In Progress: Acknowledged and in-progress
  c. Won't Fix

if it's against the wrong project, can you advise which it should be moved to?
