Bug Description
An anchor link such as:
https:/
is not properly escaped. Where the question mark forms part of the Anchor link text, it needs to be encoded as "%3f" in order for the link to work:
https:/

Fixed upstream, no longer present in Moin 1.9. Website(s) need upgrading.
