F10 key opens decapitated menus inside the window

Bug Description
Binary package hint: indicator-appmenu
indicator-appmenu 0.0.13-0ubuntu, Ubuntu 10.10
1. Press F10.
2. Use the left and right arrow keys.
What happens: Menus without titles appear at the top left corner of the window.
What should happen: The menus appear in their proper places, below the menu titles in the global menu bar.
Reportedly there is a similar problem relating to Orca: Orca reports that the menu titles are present at the top left of the window, when to all appearances they are not.
