Bug Description
It is possible for the owner of a recipe to initially have upload rights for a PPA only to have those rights revoked due to team membership changes.
Daily builds for these recipes do not create new build jobs, but do not indicate any problem to the user.
The recipe page needs to indicate that there are issues.
