It does happen for me. But anyway looking at debian/rules the problem is
clear. "build" target depends on "build-indep" and shouldn't. I'm fixing this
for -4.

binary-arch doesn't depend on build, though; only on build-indep.

Perhaps you're using dpkg-buildpackage -B rather than debian/rules
binary-arch?

The build daemons do (for example):
  dpkg-buildpackage -B -rfakeroot (which does):
    /usr/bin/fakeroot debian/rules clean
    debian/rules build
    /usr/bin/fakeroot debian/rules binary

Anything needed by the build target must be declared in Build-Depends.

Yes, and dpkg-buildpackage is suposedly calling "build". Anyway, the rules
file had wrong dependencies and that is fixed now.

This would only affect Warty if we started building arch: all someplace other
than i386. Not worth the effort at this point
