Allow diagonal pads

Bug Description

When a pad is read from a file, it is assumed that the
pad is either horizontal or vertical. This patch keeps
the old behaviour of those pads, whilst allowing pads
to be diagonal as well.

one danger with this patch is I'm not sure that the
connection scanning code currently deals with this.

There are several areas of the code besides connection
scanning that require pads be horizontal or vertical. Use
this patch at your own risk. I highly recommend if you do
that you make sure to NOT use any squared-end pads; they
must all be rounded.

PCB can handle angled pads now, so this patch is no longer needed (a slightly different change was made).
