Key '9' doesn't work to select 'Silk'

When switching between layers, keys 1-8 all work as shortcuts to change the "pen" colour to that layer.

Key 9 should do the same to select silk. However, the keypress is ignored, and I have to move the mouse to the silk button instead.

Done. Enabled 1...9 and Ctrl-1...9 accels for both silk and rats, if
there are not too many copper layers.

AFAIK there is no analogue to Ctrl-1...9 in gtk, so there is still
no way to toggle layer visibility there. (When I first started
playing with the pcb source a few years ago, I tried te implement
such a thing, but there was weirdness in the gtk accelerator stack
and I never did get it to work.)
