puller fails inside polygons

Bug Description
when the puller is used on traces enclosed in a polygon the arc is mirrored along the straight line.
in the attached file one can test the puller behavior in 5 cases.
the first one is not enclosed and works, all other behave faulty.

As of commit 67b87b117e0c03d a76b12310fe5fc8 42998a1f89 (April 24th, 2016) the test file, included above in #1, produces:
1) On the example without a polygon: the correct and expected behaviour.
2) On the other four examples: on hovering above the line-arc node, the first "Y" key-press produces a mirror operation, the second key-press of "Y" produces a single straight trace from line-begin to arc-end.
