Bug Description
A recent change requires that setting a spamming account to suspend, requires forcibly (re)setting their password as well.
This is unnecessary and time consuming. And irritating. :-)
+reviewaccount
set to suspend
update comments as to why
click change
get a Go Away message - need to set password (as well)
generate a random password
now successfully suspend the account.

PS. The password is rubbish. Launchpad does not use passwords.
