gnome-app-install does not install i18n packages

Bug Description
Binary package hint: gnome-app-install
It seems that gnome-app-install does not install the correct i18n packages for applications of other desktop environments other than GNOME.
I consider this being a bad thing for the user-friendlyness of Ubuntu.
To reproduce, install e.g. k3b on a fresh Ubuntu installation. When you start k3b, you will not get it in another language than English. Instead, you have to manually install kde-i18n-* first.

this is a packaing issue of k3b: the main package should recommend the translations.
