settings max dl slots

when entering a room as a op with your client option to verify all filelist , or as a normal client Q'ing all users filelist for example, srgdc does not respect the max dl slots settings resulting in a ctm/rtm flood spam

Filelists are excluded from settings "Max simultaneous files", but they shouldn't be excluded from "Max simultaneous downloads". I just checkedthe code and it seems to be as I said. But don't forget that filelist are added with highest priority so also "Extra highest priority download slots" is applied on them.

Wel they don't obey any setting, try to join a room with your check filelist enabled when you are a op , and see how many will end up as " all download slots taken" , here its none even when the hub has 100 users, and thats just a extreme example.

I tested and it works correctly. Filelists respected "Max simultaneous downloads" + "High priority download slots" settings without any problem. The rest showed "Disconnected" at first, it was changed to "All download slots taken" on next connection attempt.
