Bug Description
in windows platform.
Lets assume that kakasi is installed on D: drive and unihandecode library is located on C: drive.
If user start python on C: drive.
In this situation, unihandecode fails to load kakasi library.
current working drive and kakasi drive should be same to work well now.
In the library, it try loading "\\kakasi\
It should be better to add API to configure kakasi library path in Windows platform.

Now unihandecode don't need to load kakasi.
