Binary package hint: shotwell
I just tried to upload a picture using Shotwell's File > Publish command but the dialog I received from Facebook was in Finnish (where I am now) and not in English (the language I know, and which Ubuntu is set to on this laptop).
I assume that if I tried the same (with this laptop) from Sweden, I would get a Swedish dialog, Iceland, an Icelandic dialog, and so on.
So, the language locale should be set to the input language of the system and not the language of the geographic location.

I agree that the dialog should appear in the system language. I've ticketed this upstream here:
