fix language encoding on pages

Bug Description

Then, the site needs to be converted to using short iso-639-1 compliant language codes
Then, can apply this to the link to CC site so language is arabic between sites.

you mean ISO instead of unicode? or iso short names like en/ar?

regarding the encoding the compliant ISO for arabic is really bad and not compatible with most browsers, the only good arabic encoding is windows-1256 but still unicode is much better and specially if there are multi-languages on one page..

I agree on the short names, but not on the encoding, had really bad experiences with not using unicode. all websites are moving to unicode those days.. see google/wordpress/drupal......

I don't mean on the page, I mean language representation inside of aiki and then when language codes are passed in query strings, and represented. We should use ISO-391 for representing where possible since english is one translation and not the standard for representing languages.

Right, on webpages, should be unicode (preferably UTF-8 for now) which works best.

Apologies, I should have been more clear...this is really an aiki issue, that needs to propagate to this installation.
