vpn test server lacks html templates

This is the same on the new staging instance... looking at the configs now.

This is still the case for me on both staging and the other test server:

I also wonder why I get a forbidden.html even though I'm in the group rnr-moderators. Is this releated to bug
#675508 maybe?

Setting to "high" because it prevents moderation.

I'm repackaging the reviewsapp - seems we didn't include the templates in the package.

I don't see an issue here now so am passing at this stage.
