Update default site page content

The default content for the home, about, terms & conditions and privacy pages is old & stale. Richard Wyles has provided some new text in the attached file.

Because the default content needs to be edited by the site admin, we should also turn off the about & privacy footer links by default in new installs. (Terms & conditions is already disabled by default).

No I haven't done that patch yet. This is just for the first section of this bug.

I will get to this soon, add it to the same branch, and update this thread.

This branch now has two commits on it, the second one turns off the default site page links, about and privacy in the footer area.

Actually htdocs/lib/upgrade.php is where you want to fix that, rather than htdocs/lib/db/upgrade.php, otherwise new installs will still have the privacy & about links, while existing sites will have them removed, (which is the opposite of what we want).
