Drop down button disapears, becomes unusable

The main drop down menu that has options to Shutdown, Suspend, Log-out etc.. becomes unusable intermittently. (see screen shot). I think it has to do with how I have my panel arrange, with locked icons next to it. I think state changes, size of button or menu changes and due to locked items next to it the drop down renders off screen or something.
