manually running euca-reboot-instances fails after node reboot

Bug Description

after node reboot, i have tried manually to (re)start instances. but they failed to reboot.

root@node3:~# euca-describe-instances i-2hhxhj
RESERVATION r-ej85m0n7 peproj
INSTANCE i-2hhxhj ami-tiny 10.0.0.22 10.0.0.22 running test (peproj, node3) 0 m1.small 2010-12-20 22:00:46
root@node3:~# euca-reboot-instances i-2hhxhj
INSTANCE i-2hhxhj
root@node3:~# euca-describe-instances i-2hhxhj
