GHex cannot create a new file

Bug Description

Binary package hint: ghex

I was surprised to find that GHex has no option to create a new
binary file.

Steps to reproduce:
1. sudo apt-get install ghex
2. Applications > Programming > GHex
3. Open the File menu.

Expected result:
First item is "Open...".

Actual result:
First item is "New".

Workaround:
Create a new file using Gedit (File > New) or
Nautilus (File > Create Document > Empty File).

Problem still occurs on 11.10

Still affects me on 18.04.

Misbehavior no longer occurs in ghex 44.0 on Ubuntu 23.04. Opening GHex gives an option to create a new file (Ctrl+N).
