Non-running launcher app tiles should be illuminated
Description:
Switch on tile illumination on for non-running apps in the launcher
*ONLY* if this a very quick and easy change: enable a hidden switch to toggle non-running app illumination on or off so that these two modes can be compared side-by-side.
