Sorry, this is bogus and should be re-assigned to teTeX. If you take a look at the log file you see that ALL files are taken from /usr/share/texmf-tetex, so it seems that texlive-lang-norwegian is NOT involved at all.
Ubuntu maintainers, do you check anything what is submitted??!?!?!

Hello
I think the solution for you is to remove tetex and install texlive. I am able to reproduse the error when I try to install texlive-lang-norwegian having tetex installed. With texlive installed instead installing textlive-lang-norwegian works fine.

Thank you for doing your part to make Ubuntu better. Since this bug was
originally reported against Edgy Eft(6.10), I was wondering if this
can still reproduce this issue, or did Helge's solution fix it?

 Thanks,

I've just tried to install the package on a hardy-PC. The installation was successful. I did not try to install tetex first, but as tetex is dead and deprecated I think you could close this bug now.
