(Debian maintainer speaking) texmf-tetex, so it seems that texlive- lang-norwegian is NOT involved at all.
Sorry, this is bogus and should be re-assigned to teTeX. If you take a look at the log file you see that ALL files are taken from /usr/share/
Ubuntu maintainers, do you check anything what is submitted??!?!?!
