SOCI Sqlite3 include path incorrect

Bug Description

Binary package hint: libsoci-core-gcc-dev

File: /usr/include/soci/sqlite3/soci-sqlite3.h

When I use #include <soci/sqlite3/soci-sqlite3.h>, this file also uses #include "soci-sqlite3.h". However, this file is in the parent directory. So I believe the include should be #include "../soci-sqlite3.h" instead.

build with -I/usr/include/soci to work around this issue

soci no longer ships in Oneiric, and as there is an existing workaround, I'm marking this one rejected.
