Bug Description
Implement launcher auto-scroll
Description:
If the Launcher is folded, when the cursor reaches the last bottom pixel of the Launcher, the Launcher should start to auto-scroll. The auto-scroll should be progressive, e.g. when the cursor reaches the bottom pixel the Launcher should start to auto-scroll slowly, but if the user tries to move the cursor further down past the bottom pixel the speed of the scroll should increase.
This behaviour has been prototyped in Unity2D and works well. Resolving this bug makes the two versions of Unity consistent.

On edge-scroll, I really want to get past the current "scroll at a fixed
pace" to "edge pushing" where the extent of scrolling is determined by
the distance your mouse WOULD have travelled if it were not up against
the edge. That's much more controlled by the user than auto-scrolling.
