adding Ayatana Design, since this issue can be remedied by redesigning the progress visualisation in the way the HIG recommends:

" If progress of a task makes a window temporarily unusable, do not present a modal dialog-like progress window in front of it. Instead, present progress somewhere in the original window, making all its other elements temporarily insensitive. This helps reduce visual clutter."

Abolishing the progress window altogether is one way of fixing this bug, but it is the most complicated way. The simplest way is just to remove the duplicate heading, and to treat the existence of the modal progress window as the separate bug 215126.

Reassigning to the aptdaemon package, as update-manager uses aptdaemon as its backend, and the progress dialogs are provided by the backend.
